Located in the south coast of Wai’an village, Xiyu island of Penghu, Xiyu Western Fort is Penghu’s best preserved and largest fort. It was built in Qing Dynasty, 1887, by Li Hong-Chang in order to defend against enemies. Therefore, the fort is also known as “Li Hong-Chang’s Fort.” It is listed as a Class A heritage and is actively being maintained. The Xiyu Western Fort is all covered within basalt layer, so it is of the same height to the ground. There is a wide tunnel with thick wall under the fort, and can hold 54 soldiers. At end of the fort is the sea cliff, with a clear erosion landform.

It took two years to build the fort, and was the hugest project of the four forts of Penghu. The fort occupies 8.15 hectares and is surrounded by 2-meter wall, inside of which is a stone platform bearing four main and supplementary cannons. The tunnel is 13 feet wide and 11 feet high. With four cannons inside, the fort extends in all directions and was an important military fortress at the time. In front of the cannons is a smaller wall with shield-shaped openings to store cannonballs. Ammunition is stored between the cannons and underneath the surface. The barracks are made of thick load-bearing walls and solid arched roofs to protect from cannon fire.

Even though Xiyu Western Fort has a depth of 11 feet, the top of the fort is still the same level as the ground since the fort is all covered within basalt layer. Viewed from the entrance, the fort appears to protrude from the ground, but from the sea, it seems concave, submerged beneath the earthen wall. Overlooking from the top of the fort, one can enjoy the fascinating view of Magong Bay in the front and Wai’an village on the right side. Besides the magnificent and imposing fort buildings, the seaside views of the fort also should not be missed.
